I’m having trouble understanding how students are supposed to learn any Event Functions beyond Screen changes. I can find resources by Googling Code.org App Lab but I don’t see any advice on how students are supposed to know how to make their app do anything beyond Screen changes.

This is a good question. I guess the unit really is, among other things, about making the design of the app and not the app itself.
I framed the project where the app prototype was only one part of the bigger idea of why are you making the app, how it is going to help, and whatnot.

In unit 6, students will again use the app lab along with the circuit playground to make some working things.
