I am new to all of this.
Is the term “footer” as used in 2.9 level 9 meant to refer the attributions and credits that go beneath each image used on the websites?
Or is it something different?

I have taken this to mean that the students have decided which CC license they want to choose for their own site and they include the embed code from the CC site to demonstrate it. If they go to https://creativecommons.org/choose/ and select a license, then it will give them code that they can copy/paste to the bottom of their pages in their site. It’ll look something like this:
