I set up a class through google classroom. The majority of my class had not issues, but 4 students could not log in.
They tried to create an account, it said email has already been used.
They tried to log in, it says that the username/password is incorrect.
They tried to reset their password but did not get an email (we waited over an hour)
They tried using chrome and edge.
They show up on my class list.
I tried removing them from the class and re-syncing it.
I tried creating a new class just for them, and sending them a link to join, but hit the same errors.
Please help!

It sounds like you tried everything I’d have tried. I’d suggest contacting the Code.org team directly to see if they can assist on the back end.
