The code.org moderation system is absolutely terrible I would say. There are projects which can allow horrible things to happen (mostly all the chats). When a project gets reported 2 times, only the owner can view the project. This is good if you say so, but it can also lead to even a featured game/app being banned easily with 2 accounts. My suggestion I would say is to have human moderation when things are published or a wait time for your project to be uploaded while it gets moderated.
The engineers at code.org are not regularly on the forum. I would suggest you send these types of suggestions to support@code.org so they can be shared with those who can properly address them.
