Is there an ability for the teacher to access student created apps that are not linked to lessons from the teacher dashboard?

Do you mean apps created in AppLab outside the CSP course? If so, the student would need to share it with you.

Where do they actually create the app? what unit?

They create several apps in Unit 5: Stage 5 = Clicker Game, Stage 10 = Color Sleuth, Stage 14 = Image Scroller, and Stage 17 = Canvas painter
