I have some students in class attempting to use the color picker tool from the animation tab and it does not appear to be working correctly. Is there an issue/bug perhaps that is preventing that tool from not working correctly?

That’s too bad. Sorry that is happening. I just used the color picker successfully. It quickly picked up the color of an image and changed the color box to that particular color. I would try all the usual tips for fixing issues in code studio like having students log out and then log back in. I would also consider waiting just a few minutes - perhaps has something to do with current web traffic. You can contact support if the issue continues. Hope it starts working for you soon!
