Student not finished with PT in time

We have been working on our Explore PT right after Unit 4, which for us is right before winter break. This is the 8 hours of class time I have set to work on the Explore PT. I have one student who is not anywhere near finished in this time, through a combination of changing his topic multiple times, and not using class time wisely.

It is my understanding that students are not allowed to work on the PT one their own time at home, and they must work on it in class.

What do you recommend I do in this situation? We will finish the required content long before the PT is actually due, so I told him to set it aside and work on it after we are finished with material.

According to the CB FAQ:
“Students are able to work on the tasks outside of a classroom provided they have been given the required class time as indicated in the performance task directions.”
